Our Commitment: N.G.M. College is dedicated to fostering a safe, respectful, and inclusive educational environment for all students. We maintain a zero-tolerance policy towards ragging, harassment, and any form of misconduct. This framework outlines the policies, committees, and procedures in place to ensure student welfare and uphold discipline.
1. Anti-Ragging Policy and Committee
In compliance with the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, and the Tamil Nadu Prohibition of Ragging Act, 1997, ragging in any form is strictly prohibited within and outside the college campus.
What Constitutes Ragging? Ragging includes any act that causes or is likely to cause physical, psychological, or emotional harm, annoyance, or embarrassment to a student. This includes, but is not limited to:
- Teasing, abusing, and playing practical jokes.
- Verbal abuse, insults, and derogatory remarks.
- Forcing students to perform demeaning or humiliating acts.
- Physical assault or threatening behaviour.
- Exploiting services from junior students.
- Any act that disrupts a student’s academic performance or mental peace.
Punishments and Penalties: Any student found guilty of participating in, abetting, or promoting ragging, directly or indirectly, will face strict disciplinary action from the college and may also be subject to legal prosecution.
A. Administrative Actions by the College: The College authorities can impose any one or a combination of the following punishments:
- Cancellation of admission.
- Suspension from attending classes and academic privileges.
- Withholding/withdrawing scholarships, fellowships, and other benefits.
- Debarring from appearing in any test, examination, or other evaluation processes.
- Withholding of results.
- Debarring from representing the institution in any regional, national, or international meet, tournament, or youth festival.
- Suspension or expulsion from the hostel.
- Rustication from the institution for a period ranging from one to four semesters.
- Expulsion from the institution and consequent debarring from admission to any other institution.
- A fine of up to ₹2,50,000/-.
B. Legal Penalties under the Law: In addition to institutional action, a First Information Report (FIR) will be filed with the police. The following punishments can be awarded by a court of law:
- Verbal Ragging: Up to 1 year of imprisonment, a fine, or both.
- Severe Verbal/Physical Ragging: Up to 7 years of imprisonment with a fine.
- Sexual Ragging/Gross Misconduct: Up to 7 years of rigorous imprisonment with a fine.
Ragging Curb Committee & Complaint Procedure: Students who are subjected to or witness any form of ragging are instructed to immediately report the incident to any member of the Ragging Curb Committee. All complaints will be treated with the utmost urgency and confidentiality.

2. Internal Complaints Committee (ICC) for Prevention of Sexual Harassment (POSH)
In accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the College has constituted an Internal Complaints Committee (ICC) to address complaints of sexual harassment. The ICC is committed to providing a safe and dignified environment for all female students and staff.
Who can file a complaint? Any aggrieved female student, faculty member, or staff member.
What is the procedure?
- A written complaint must be submitted to the Presiding Officer of the ICC within three months of the incident.
- The ICC will conduct a fair and time-bound inquiry, maintaining confidentiality.
- If the allegations are substantiated, the committee will recommend appropriate disciplinary action to the management.
(Note: The list of ICC members, including the mandatory external member, will be separately notified on the college website and notice boards.)
3. General Grievance Redressal Mode
For all other grievances related to academic, administrative, or personal matters that are not covered by the Anti-Ragging or ICC policies, students may use the following channels for redressal.
Types of Grievances Handled:
- Academic: Issues related to curriculum, teaching, evaluation, and library services.
- Administrative: Issues concerning fees, admissions, infrastructure, or other support services.
- Personal: Interpersonal issues with other students or staff that are not of a harassing or ragging nature.
Procedure for Redressal:
- Level 1 (Tutor/Mentor): Students are first encouraged to discuss the grievance with their assigned class tutor/mentor.
- Level 2 (Head of Department): If unresolved, the matter can be escalated to the respective Head of the Department (HoD).
- Level 3 (Grievance Redressal Committee/Principal): Students can submit a formal written complaint to the General Grievance Redressal Committee or directly to the Principal.
- Suggestion/Complaint Box: Students can anonymously or with their name drop a letter detailing their grievance in the suggestion boxes placed at various strategic points in the college. These are opened periodically by the Principal.
- Financial Grievances: Grievances related to finance will be forwarded by the Principal to the College Secretary for resolution.
